What follows from no negative marking
A blank and a wrong answer score identically. A blank is therefore a pure loss with no compensating benefit. Answer every question, including the ones you cannot find in time. Candidates who leave ten blanks out of caution have thrown away ten chances at a mark.
What follows from the open book
The paper does not test recall. It tests how fast you locate a provision under a 2 minutes 6 seconds average per question — and that budget includes reading the question. An untabbed bare act is close to useless at that pace.
